Lithuania, together with its partners from Germany, Spain, and Italy, won the European Union Twinning project “Strengthening Circular Economy in the Philippines.” The Lithuanian Environmental Project Management Agency (APVA) has been designated as the lead implementing agency and will carry out the project in collaboration with its junior partners.

The main objective of this project is to assist the Philippine Environmental Management Bureau (EMB) in the practical implementation of circular economy and extended producer responsibility policies by strengthening institutional capacities, regulatory systems, and investment management processes, and to provide EU best practices, methodological solutions, and training programs. The European Commission (EC) is allocating 3.55 million euros to implement the project, which will last 36 months.

By successfully implementing the Twinning Program and contributing to the green transition, APVA effectively combines specialized expertise in the circular economy, waste management policy, deposit-return systems, and digitalization.

This is the first Twinning project in the Philippines announced by the European Commission. This call for Twinning projects is part of the EU-Philippines Green Economy Partnership (GEPP), a program with a total funding of 60 million euros. This cooperation reflects the high-level political commitment of the EU and the Philippines to promoting the green economy and sustainable development.

The EU Twinning Program, funded by the European Commission, facilitates peer-to-peer cooperation between counterpart institutions in different countries, builds the administrative capacities of beneficiary countries, and helps them implement necessary reforms. Lithuania has provided expert support under this EU program since 2004 and, with this project, has been selected for 153 EU Twinning projects.
