On 31 August, a representative of the Russian Embassy was summoned to the Ministry of Foreign Affairs of Lithuania and was handed in a note of protest over the statements announced by the chargé d’affaires ad interim of the Russian Embassy in Lithuania Sergey Ryabokon that undermined the events of 13 January 1991 and cynically distorted historical facts.
In addition, the representative was reminded that Article 41 of the Vienna Convention of 1961 on Diplomatic Relations affirms that it is the duty of all persons enjoying privileges and immunities to respect the laws and regulations of the receiving state.
